How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Send your sim to the restaurant in order to complete the Spice it up cooking class. Tap on any action bubble on top of a table, for example, Savour spicy dish wth... You are supposed to get a pop up window where you can invite any of your sim's friends. There is no pop up window showing, so the sim doing this quest sits alone.
What do you expect to see? A pop up window appears when taping on actions as Savour spicy dish wth... You will be able to choose and invite another sim over to the restaurant. The guest will arrive to the restaurant and dine with your sim.
