Emperor Palpatine Lead with special debuffs

Summarize your bug When Grand Admiral Thrawn (GAT) uses fracture while under a Emperpor Palpating (EP) lead GAT is not gaining 20% TM
Steps: How can we find the bug ourselves? Use GAT with EP lead and apply fracture to an enemy

EP lead does not give 20% TM to Empire or 20% health to Sith when they apply a countable_special_debuff such as Fracture, which is the only one that currently exists for sith or empire however isolate from Traya will have the same issue.

as you can see above it is only looking for "countable_debuff" and not also "countable_special_debuff" as the zeta part of his lead does for debuffs expiring.

 The 20% TM/Health for Empire/Sith is the only place I can find that it is not looking for a "countable_special_debuff" when it is looking for debuffs on, applied or removed.

The update on 4/25/18 was unrelated to the issue you reported.

This looks like you tried to fix the issue with GAT fractrue in the 4/25/18 update with this (maybe not):

• Fracture: Effects that grant buffs or turn meter, that trigger off gaining a debuff, will no longer trigger off Fracture

However it doesn't make sense that TM gains can't happen to thrawn when he lands the debuff but Empire can gain TM when it expires.

Is that the intention?
