[ECO] Apartments cannot be placed if the apartment next door has been changed

Which language are you playing the game in? Deutsch
How often does the bug occur? Every time (100%)
What is your current game version number? 1.66.139.1020
What expansions, game packs, and stuff packs do you have installed? All expansions, game packs, and stuff packs are installed.
Steps: How can we find the bug ourselves? Go to the Evergreen Harbor neighborhood, to the apartments. Change an apartment and go to the apartment next door and try to place a new apartment there.
What happens when the bug occurs? I cannot place the apartment.
What do you expect to see? That I can design both apartments according to my wishes.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. When Eco Lifestyle came out
Tested with new user folder, without mods and new Save.
Evergreen Harbor apartments cannot be designed at will. As soon as something has been changed in the apartment next door, you cannot place a downloaded apartment in the apartment next to it.
