Dr.Magi-heal Surger 3000 didn't have instant upgrade option

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? all
Steps: How can we find the bug ourselves? 1. Have a sim who have Lv10 Handiness with InstantUpdate trait. 2. Make sure you didn't instant upgrade any items for 24 hours. 3. Click title machine.
What happens when the bug occurs? There is no InstantUpgrade option in "Upgrade" dialogue option.
What do you expect to see? Player can do instantupgrade it.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
