I have default eyes and default underwear textures installed in my game, otherwise no other custom content. Defaults do not export with or attach themselves to sims when exported, yet the default eyes are being treated by the Gallery as if the sim is "modded", while the default underwear retexture is ignored by the Gallery (as it should be). When a friend and I tested, the default eyes indeed do not attach themselves to the sim being exported. I tested by taking out the eyes and the undie defaults in turn, and only the eye defaults result in the Gallery treating the sim as "modded".
Is this working as intended (which would be strange since a default works only locally and thus should not be reported to other players as substantially altering the sim) or is this a bug? And why are only some types of defaults being treated as custom while others are not?

What do you mean by attach ? Unlike Sims 3, custom content is not packed with the Sims. I do think there is probably a reference it on the files so did you check if the default eyes have no such reference ?
I don't know why one default is detected as cc while the other is not. I haven't really looked into cc.

How do I check if the default eyes have a CC reference?
I think I might test this with other default eyes, not just the file I was using. Being an older set, it may have been made with older tools and have some references buried in the file, ones that do not exist with newer sets. I'm just not sure how to check for the references.
My personal theory is that most likely default eyes (and potentially skintones) get reported as CC because they do change the look of a sim, even if it is locally. So it's like a warning that when you get it into your game the sim may not look like it does in the preview because textures that are essential to it's looks are missing. Underwear makes no difference. We never see it, anyway. So it is not reported as changing a sim's look.
