The deadly tier has enemies starting with 100% turn meter, just like Han does.

When multiple characters have 100% turn meter at the same time, the game randomly assigns an order. Theoretically your han should go first 1 out of 6 times.

He always goes last though so something has to be acting up.

I do understand what you were saying though and not trying to complain as I probably would be in the same spot if this happened or not.

Also his kit says bonus turn and I thought that general meant it happened first like Thrawn’s Grand Admirals Command or Grand Master Yoda’s Masterstroke.
