I most recently encountered it in gac against maul team but noticed this in rote, hoth tb, war assault battles, galactic Challenges and conquest too all you have to do is reduce to 2 stacks and can see it clearly isn't recovering ... at first I thought I just overlooked whatever team I was playing against but it's everywhere.
