What expansions, game packs, and stuff packs do you have installed? Everything but JTB, TF and CO kits.
Steps: How can we find the bug ourselves? As an interior designer, take before or after photos in a basement and try to move around using the WASD keys.
What happens when the bug occurs? As soon as you try to pan around the basement to take another shot the camera jumps to the ground floor and you can't go back down again.
What do you expect to see? To be able to freely pan around in camera mode as you can above ground.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Taking photos in basements works fine unless it's for a gig in the designer career.
