What expansions, game packs, and stuff packs do you have installed? The Sims 4: Cottage Living, Home Decorator, Snowy Escape
Steps: How can we find the bug ourselves? Download latest RTX 3060 Driver, Download latest RTX 3060 Driver. Change PC power option to High Preformance. Change SIMS 4 video to better. Then start the game and play.
What happens when the bug occurs? slow motion like x0.5. Everyone stood up suddenly. Can't put down baby.
What do you expect to see? smooth motion like x1. Everyone keep sitting. Put down baby.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes

@hkmins Did you try removing your mods and delete the loclathumbcache file ?

I disable mods..

I put the girl on the chair. She asked her mother to put her down. But her mother just stood there. After a minute,  I tried to cancel her request 6+ times. But her just kept asking her monther to put her down. Suddenly her mother was sitting on her.

Do you have the issue on every save you try or just a specific one ?

You can attach the txt file to your post directly.

Please also try deleting the localthumbcache file after disabling mods. That can still cause issues.

As you suggested, I deleted all mods. 

Thanks, but my new PC is 2021 gaming model AMD 5800H, RTX 3060, 16GB. it is impossible that doesn't meet the SIMS 4 minimum requirements.

I found another bugs, should I a new topic?

A maid can't handle a (not empty) dish on the table, she will stand beside it forever.
