Cooldown timer on Liang drone is too short

Summarize your bug It is possible to use the Commander Liang ability almost non-stop throughout an entire battle. This is not possible with any other commander. I think that a cooldown timer is there for a reason. But if its duration allows you to instantly use your commander ability again, then there is basically no cooldown at all. Therefore, I would suggest to increase the duration of the cooldown timer to a more reasonable value.
Steps: How can we find the bug ourselves? By playing against an opponent who uses Dr. Liang.

So what's the deal here? Is this working as intended? It would seem a little inconsistent to allow continuous use for one commander, but not for the others.
