Constant Grandmaster Vamp Failing

What expansions, game packs, and stuff packs do you have installed? Vampires and City Living.
Steps: How can we find the bug ourselves? Reach Vampire Grandmaster then go outside and attempt to drink from strangers.
What happens when the bug occurs? The vampire fails at nearly every single time they try to compel someone so that they can drink from them. Only a few work then they keep failing over and over again. Sometimes she doesn't even walk over to the person, whether the action is already "processed" or not.
What do you expect to see? The vampire succeeds at nearly every time they try to compel someone to drink.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

@notyarbllewe Looks like you are trying to do it in the day time i know from experience it is really hard to do either try and get the victim sim indoors or try again at night. Not a bug i remember if a sim asks their vampire parent for biting techniques they say to lure the sim indoors because vampire power is weak in the daytime.
