[CoL] Simple Living breaks hired caterers [ Edited ]

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.77.131.1030
What expansions, game packs, and stuff packs do you have installed? All packs up to Cottage Living.
Steps: How can we find the bug ourselves? Hiring staff will result in the staff standing around and do nothing until the lot challenge is removed.
What happens when the bug occurs? Hired staff to make food just stand around and do not cook anything, even if the fridges are filled with ingredients.
What do you expect to see? Hired caterers should be able to cook food while the lot challenge is equipped because they're hired to do this.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

@LunarBritney Could you please separate the three issues ? Make one thread for the auto-quick-meal, one for popcorn/ice cream (they can share a thread) and one for the staff not working.

You can edit this one to be one of them and make a new one for the others.

Still an issue. Hired caterers will refuse to cook unless there are ingredients in the fridge. You'd think hiring a caterer they'd bring their own ingredients.

Happens with butlers as well, sometimes. When you ask them to make a meal, sometimes they have what looks like a routing error, and other times they successfully cook a dish that had ingredients ready in the fridge. 

Maybe they decide what to cook and only afterward check for ingredients?
