Clones of dead sims

Get Together, City Living, Seasons, Get Famous, Island Living, Discover University, Spa Day, Dine Out, Vampires, Parenthood, Luxury Party, Perfect Patio, Cool Kitchen, Movie Hangout, Romantic Garden, Backyard, Vintage Glamour, Fitness, Laundry Day, Tiny Living
Steps: How can we find the bug ourselves? No clue. This is a random occurance.
What happens when the bug occurs? A sim that is identical in appearance to one of my dead or living Sims will appear (on a lot, walking by, wherever). Different name and clothes but exact same body. Have yet to check if they have the same personality.
What do you expect to see? A random townie, not an identical sim.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I thought one of my Sims that died had come back to life, only to find out she'd been cloned but now she has a different name and outfits. I was fine with this but I've just seen another clone, this time of a Sim from my played household. They have the exact same face, hair and body. How and why does this happen? It's a little spooky.
