How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All of them (expansions, game, stuff packs and kits)
Steps: How can we find the bug ourselves? Make a child sim, fill a bookcase full of skill books, then hit the 'read' button.
What happens when the bug occurs? Child sims are offered to read many of the skill books that they cannot read or learn from (e.g. programming, cooking, guitar) but not the books that they can read. Even though there are many books they could read, learn from or enjoy, those books are not shown. You have to open the bookcase and manually remove the book to allow child sims to read right now.
What do you expect to see? At a minimum, please only show child relevant books. But ideally, please revert to the old system where you only show the book which are appropriate skill level.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. After the high school years expansion and accompanying first update.
Children sims are offered teen+ books, but not the books they can actually read such as fishing, piano, etc.
