Characters vs Shards in Chrome packs MAJOR ISSUE

Shards and characters in this game are a complete waste of resources at times. When I pay for crystals and but a chrome pack expecting a new character, I get 5 shards. This has happened more than once and it is unsatisfactory. Is anyone constantly getting the same things out of these packs? It makes no sense to purchase anything else in this game just to receive 5 shards for an 80 shard activated characted. Please, explain more in depth how you aren't reaching in my pocket and simply taking my money?
