What happens when the bug occurs? About 2/3 of the screen is blocked when aiming down the sights.
What should be happening instead? It should not block the screen
Steps: How can we find the bug ourselves? 1. Use the Legendary Caustic skin "Sixth Sense" 2. Use the Prowler SMG with the holo sight 3. Aim down the sight

Based on a few of the comments in the post it seems to be an issue with the Prowler and some skins.
