Steps: How can we find the bug ourselves? Purchase a carpet or mat and place it in your home. After it is placed try to select it or move it. When attempted the building menu just pops up.
What do you expect to see? When selected there should be an option to rotate, change the colour or remove the carpet.

Try going to build/purchase item mode, it sort of freezes the sims and lets you design/alter your home. Then zoom in where the carpet is and hold your finger, it should then select the carpet and allow you to move it. It is harder to do when you are outside the build mode.

Could you try minimizing the bar you get? Try clicking the rug on a different part of the screen.
