Cant Upgrade Charaters.. Chewy dooku sitius and lumina

I can not upgrade my abilites on dooku chewy and darth sidith. I have 17 green tokens 12 blue. It requires 7/7 4/4 6/4. What the hell is going on? I cant refresh them i just lvled up last the lvl requirments. Clearly meet the items needed. This has gone on since i got the game. People are paying $5-$60 for these players and cant even upgrade them. I cant even compete or advance vs the AI now with these upgrades that im being blocked out from.. What you want more * money? Upgrades are a pay to use feature now?
