Cannot upgrade Consular to lvl 5 saber strike

I have all the mats and requisites, something is just not letting me upgrade it. I've got 70000 credits, 45 green MK1 and 10Mk2 at level 53 for the counsular. If there is something I am missing then the game is glitched by not telling me.
