Cannot change time setting to desired time after summertime switch

Summarize your bug Cannot change time setting to desired time after summertime switch (same thing happens on Android)
Steps: How can we find the bug ourselves? Go to Settings - Time settings Actual time 16:00 17:00 22:00 New time16:00 17:00 22:00 push drop down for new time 23:00 is already ticked (The time I really want) push confirm Now new time is: 17:00 18:00 23:00 But the confirm button is greyed out and cannnot be pressed.

Restart was not successful, but one day later it worked.

@dnalorea A guildmate struggled with this, and was able to change to his desired time after a restart

Yes, i had 2 changes left. One day later the behavior changed again and I was able to change my time settings.
