What happens when the bug occurs? The option to become companions with the premade ghost dog Captain Whitaker does not appear

I don't know if this has anything to do with him being an adult ghost, since I can become companions with all other stray ghosts. Just whitaker is the problem. I tried feeding him abrosia too but the option didn't appear with him resurrected either
