My Eco Workshop isn't letting me work shifts, I can't even start them 

I've tried fully exiting out of my app and choosing different Sims, I've also tried going to different areas of my map

Good luck if you try getting support through the ticketing system, though; they seem to make it their job to exhaust people into giving up.
