Can't manage vet clinic

How often does the bug occur? Every time (100%)
What is your current game version number? 1.98.158.1020
What expansions, game packs, and stuff packs do you have installed? Cats and Dogs
Steps: How can we find the bug ourselves? Buy a vet clinic and go into the business panel
What happens when the bug occurs? I buy a vet clinic, go into the business panel, and there's no option to manage it
What do you expect to see? An option to manage my vet clinic
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I did this with two different families. The first I bought the premade clinic, tried to manage it, but when I went in the business panel there was no option to manage it. Then, when I tried to make my own clinic with the second family, the same thing happened, no option to manage the clinic. Any advice?
