Can't do romantic interactions on Romantic Garden Fountain and Picnic Tables

How often does the bug occur? Every time (100%)
What is your current game version number? 170.84_1020
What expansions, game packs, and stuff packs do you have installed? Every pack out now
Steps: How can we find the bug ourselves? Get sims to try to do romance options on the fountain from Romantic Gardens and Picnic Tables
What happens when the bug occurs? One sim throws up their hands
What do you expect to see? I expect to see this fixed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes

So far indoor sofas arn't effected if their on a residential lot. This seems to be a community lot problem but I haven't tested picnic tables and the fountain on a residential lot. This is probably happening with benches as well.
