Can't create a legacy

Everytime i open the legacy menu I'm prompted to pick a legacy surname but everytime i hit create the window dissapears and when i reopen legacy it prompts me again.

When looking at my character sheet title selection screen it doesn't show any of the surname's I've entered as if the game hasn't registered any of them.

I've looked at other forums and most of them are either dated (2012-2015) or are unresolved.

I appreciate any help, thanks in advance.
