Weird arms and standing still sims

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? all of them
Steps: How can we find the bug ourselves? play with toddler
What happens when the bug occurs? toddler stays on ground adult spins around
What do you expect to see? toddler being picked up
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

i've seen it happen before it.

hi all, so today i saw one that's new to me. the weird arm situation happens when shaking hands, too.
both Sims involved will attempt the handshake, only with their hands/arms not close to their bodies, and never even grasping the other Sim's hand. i wasn't quick enough to snap a picture, though.
