[CL] Alto Apartments 1010 with white border inside

Steps: How can we find the bug ourselves? Go to Alto Apartments 1010 when it's winter.
What happens when the bug occurs? There is a weird white border (snow?) in one of the entire side of the apartment.
What do you expect to see? No white border in the lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

@leozabotto To be sure, it's not there when it's not winter ?

EDIT: Checked my game and it's really a bit strange. In not winter it's not blue-whiteis as on your pic but there's still a line.

It also abruptly ends and flickers a bit in one corner

Yes! I can see this too.

I think mine is blue-white due the snow outside. I started a new save at summer (with no snow) and it looks like exactly as your picture:
