Steps: How can we find the bug ourselves? Run a vet clinic, take a stressed pet into the surgery station. Try to use the treat to calm it down.
What happens when the bug occurs? Nothing happens, the pet stays stressed.
What do you expect to see? Calm the pet down!
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I'm currently playing a brand new save file with all mods completely removed to check another glitch status, and I discovered this one.

I have been taking pets directly to surgery so other employees can use the exam table. Some pets come in already stressed. I am unable to reduce stress levels at the surgery station, even with the calming agent and belly rub simulation gel in my inventory. Currently it has been an issue for 2 out of 2 cats treated and the 1 dog that came in stressed. Not all animals are stressed, but that's a fail for 3 out of 3 pets.
