Steps: How can we find the bug ourselves? Befriend a dog, max the relationship with a view to adopting the stray.
What happens when the bug occurs? Adopt rarely pops up at almost max friendship. Instead, "Feel the Love" appears. That's usually reserved for owned pets, not strays. If Adopt is there and I select it, most of the time it freezes and I can't do anything, it says adoption is in progress but the adoption doesn't happen and the option is gone from the menu. Feel the Love is there though, like it's been swapped.
What do you expect to see? Usually as a Sim becomes friends with a stray, Adopt pops up and stays there.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

Please describe the patch or change you made. Patch 1.71 which rearranged the social menu
So this is very similar to an issue I've reported where I've lost Ask about Day in Sim interactions. It was working until patch 1.71.
My Sim is adopting strays and it's really difficult despite maxing her relationships with them. I attach an image of a typical situation, here she has a high relationship with the dog she's been trying to adopt for days now. He's on her home lot as it's a Dog Hangout. Adopt did pop up briefly but then it vanished.
