Is it just darked skinned as baby or also as a child ? There's another issue but it only affects baby so maybe you could age up the baby, check if it it's both and then exit the game without saving (save before the aging up)

The situation you describe is possible in real life without cheating (darker skin with light child) without albinoism. The opposite is probably possible too. Both without cheating

Did you happen to find out which cc skin was giving you this issue?
All my Sims babies are being born black as well. Which I usually wont have a problem but considering I once had my Sim (who was light skinned as heck) give birth to Bjorn Bjergsen's babies (a light skinned, blond male Sim) and they were always being born black.......well.

I've had two families white skinned have black babies. The first one changed when they became a toddler . Them second one is too young to age up just yet.
