Bugs related to City Living:fountains at festivals,landlord and electric

I've been experiencing some bugs related to City Living.

First is about the festivals.

My Sims can't drink from any of the fountains at any festivals.They are not clickable.Also  I tried the repair game option and removed my mods folder but it still doesn't work.

When I call the Landlord to fix stuff,they don't leave until I ask them to leave.NPCs supposed to go when their work is finished,it is really annoying.

Also when the electric goes off there is no option (i tried that box I don't know its name) it is not clickable either.So I tried traveling and exiting the game so that the electric may come back and it worked that way.
