Steps: How can we find the bug ourselves? Throw a Smoke Grenade and shoot the Grappling Hook at the cloud.
What happens when the bug occurs? You will attach to it.
What should be happening instead? Grappling Hook should not be attaching to smoke cloud

I came across a video on youtube about a "myth" players have been talking about in the game. In the game you can attach to the cloud from the Smoke Grenade and Tornado. I tried it out and it's true. I thought you should know about this bug and fix it.

Hahaha this pretty funny. Btw some EA dev say  they will fix this in the next update(early december probably)
