We need an empty playable Sim slot in order to be able to ask a playable Sim owned by another player to move in to our household. Why is that? Because we can have four playable Sims in total. The number of playable Sim slots remains constant no matter how many house lots we unlock.

The maximum number of NPCs (non playable characters) that we can have in each house is eight. This means that if we unlock all four plots of land we will be able to have in total four playable Sims and 32 NPCs (babies, children, adult NPCs and retired Sims).

So, if you want to ask a Sim to move in, you need first to retire one of your playable Sims and then you will be able to send the move in request.

The active Sims slot must remain empty until the request is accepted.
