Bug/Lag/Sims not completing needs

Horse Ranch, Seasons, Tiny Living, Storybook Nursery, Riviera Retreat, Lovestruck, Perfect Patio, Parenthood, Luxury Party, Island living, Holiday Celebration, Growing Together, Get Together, Get Famous, Everyday Clutter, Dream home decorator, Cozy Bistro, City Living, Basement Treasure, Artist Studio. I noticed this happened after I downloaded University, so I uninstalled it, but the problem did not stop.
Steps: How can we find the bug ourselves? Play the game.
What happens when the bug occurs? The sims freeze but time keeps moving. I ask them to use the bathroom or cook food and it takes them 3+ sims hours to complete the task. They will stand beside the toilet but never use it which causes bladder failure. It is basically impossible to keep their needs met and play.
What do you expect to see? I expect the sims to complete the task and not freeze and just stand there.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It happened after I downloaded University but continues to happen even after I have uninstalled that expansion. I used the expansion for one day before removing. It was impossible game play and there was a noticeable lag.

I don't have any screenshots of the bug. I have restarted my computer and uninstalled the expansion when I first noticed the problem. This has been happening for two weeks with no resolution. It makes gameplay impossible. I do hear the intro music skip or lag when the game is loading. The sims needs are never met unless I used a cheat and even then, they won't do what I'm asking such as going to work. It will take the sim 3 sim hours to go to work. This happens as soon as I start to play so it is not because my computer is too hot. Any help would be appreciated.

@KrisSim24 A few quick tips that fixes lag and sims not doing anything for me: Try repairing the game using the EA app by going to Manage and then Repair. I also try reducing graphics quality in settings, to reduce the lag. My biggest help is going to my files and selecting Documents > Electronic Arts > The Sims 4 > and then deleting the file that says localthumbcache.package. This file is perfectly fine to delete, and will free up some space when the game loads, which only makes loading a little longer but makes gameplay much faster. My localthumbcache.package really slows everything down sometimes. My biggest problem, similar to yours, is my sims not moving and their needs deplete and it makes the game really hard. I usually play with full households, so when the game gets unmanageable and they stop doing things for themselves and not responding to tasks, I move some sims out on the regular, and only play with the sims I'm focusing on.
