In order to get the pack you purchased you need to contact customer support. You said this happens all the time so you already know how it goes, add the proof or purchase, do not forget to put your player id...
However, since you say this happens to you all the time, could you DM me your player id and I will sent it to studio so they can inspect your game and see what is wrong.
