PS4 worked for me. I had to try 3 different small step change locations. Eventually just to the left of the chair looking over the cliff worked (after waiting the 30+ seconds)

I spent five minutes standing by the chair as i read the comments on this thread and looked trough reddit. Right as I was about to type my comment to add to complaining BD jumped off my shoulder ... so idk, i guys wait until BD hops off you...
