We've confirmed with the game team that the cost of the Zeta upgrades can vary (both Zeta and Omega mats).

This isn't a bug, quite a few of the newer leader abilities cost this much. Thrawn, Talzin, Bossk, Traya to name a few.

I don't believe the devs ever stated a set cost for zeta upgrades. Yes, the majority follow a pattern, but there are quite a few exceptions. Perhaps make a feedback post on the official forums.

I always got the impression that the more impactful the zeta ability, the more materials it cost.
