[BY DESIGN] Sims can bestow money upon other sims in the same household [ Edited ]

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.60.54.1020
What expansions, game packs, and stuff packs do you have installed? All expansion packs except Uni and Island Living and every game pack except StrangerVille.
Steps: How can we find the bug ourselves? Have two sims in the same household.
What happens when the bug occurs? One sim in the household can bestow money upon another sim despite they live in the same household.
What do you expect to see? It should not be possible since it would be illogical because all sims in the same household own the household funds.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I've been told this is by design.  Just like in real life, household members can give each other gifts  .  It increases relationship.
