Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What expansions, game packs, and stuff packs do you have installed? I have all except spooky stuff and vampires.
Steps: How can we find the bug ourselves? It occurs sometimes whenever I go manage households.
What happens when the bug occurs? After I edit sims that I haven't played with several more unedited sims appear in the manage households folder.
What do you expect to see? That whenever I edit or delete some unplayed households, more of them won't spawn in their place.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I like my sims to like a certain way or at least to have a certain look, when there are unplayed sims that aren't so I would often edit them to my taste. But when makes me frustrated is that just as I feel like I've edited all the unplayed households on file, new ones would spawn and it just makes the gameplay feel more like I'm at work than anything. I would like an in-game option to disable the automatic regeneration of new sims households and have it so that only the households I make are in the town please. Thank You.

We've investigated this issue and I believe everything as described is by design. Sims are created as needed to fill any role that is needed.

Unfortunately, my gut tells me that this is probably by design. Gonna give it a me too anyways, though, just in case it isn't. I've always thought that the game spawns townies very much in excess. It really does need to be toned down. And it certainly doesn't help that all my townies look and dress the same, and all have the same nam....

NPCs are spawned whenever they are needed for roles.
To be sure I understand you right: Are they spawn right away after you edited them or when you played some and then new ones will spawn ?
I will probably be moving this to feedback but could you let me know exactly WHEN new one spawn for you.

I know I'm not the OP, but for me, this issue occurs right after I edit townie households, especially if I replaced the Sims in the household with other Sims entirely. I get the feeling that, for some reason, the game interprets that as me having DELETED the household instead of editing it, because MORE townie households spawn almost INSTANTLY after I'm done editing them. It's like they're hydras. You edit one household and two more spawn.
This is why I'm getting the impression that townies are spawning even when they AREN'T needed.

If you deleted a replaced a Sim in a household, I would count that as deleting too, tbh. It's a different Sim, right ? So if that Sim was picked for a role, then the game might have thought the Sim needed replacing.
I have tried this in my game and edited several unhoused, unplayed townies and no new ones have spawned for me at all. I do have a lot of Sims in the game, so that might make a difference.

I've been playing a bit to see for sure, it's seems to be either every five or ten minutes after editing all the new households.
