[BY DESIGN] Can't Change Lot Type for Special Venues [ Edited ]

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.51.77.1020
What expansions, game packs, and stuff packs do you have installed? I don't have Get Famous or Strangerville
Steps: How can we find the bug ourselves? Download a generic lot from the gallery, place it on San Myshuno Park 64x64
What happens when the bug occurs? Can't change lot type. "Lot Type Disabled For Special Venues"
What do you expect to see? I expect to have the option to change lot type from the drop-down.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

"Disabled for special venues" started when I d/l generic lot from the gallery, and placed on a community lot. I tried the accepted workaround, but the lot cannot be purchased either.

this is not a bug but by design. You can't change special lot types at all.

It's true for all neighborhoods.

 I downloaded two empty games on Modthesims and they have complete empty towns. The special venues are residential and I can change themto another lot type. So how was this done. I want to play in this world but i have a more than 8 person houehold, but the mod i downloaded doesn't help the extended family members recognize each other which is making me mad. there are only mother, father, husband, brother, sister. did the person esign the mod not hav uncles, aunts, cousins and grandparents? the game restrictions are stressing me out.Tthere are not enough lots, can't change lots and can only have 8 people in a household.

@missoliviadenson You will need to ask the creator of the world but I'm guessing they changed it in the code.
