I agree with @Kekserella. This isn't a bug, it's a woohoo roleplay outfit joke.

The situation job tuning file explicitly has this outfit listed as the proper outfit for the sim to wear - it's called "outfit_uniform_loud_woohoo", along with the towel as an alternate choice.

The maid outfit will appear more on sims that are creative, goofball, erratic or outgoing. The towel will be more likely for sims that don't have those traits. It's all in the tuning file as intentional.
