I can confirm that I am also having this issue even after not playing the game until the 11/20 CAS aging bug fix. Every time I open up my previous saves that I've played on long lifespans my sims have an extreme amount of random extra days added on to their bars, NPCs age up and some elders die of old age. In a brand new save game, all sims start with a large random number of days added on if there is a long lifespan. It's actually really been game breaking for me...
Before the recent patch if I made a new sim they would start out with a completely empty age bar and if I wanted sims of different ages I would have to cheat.

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? latest.
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? 1. Go to world map. 2. Click ANY household. I select unplayed household. 3. Open the household in CAS. (Edit Household) (^ (...) -- "Manage Household" icon -- "Pencil" icon.) 4. In CAS UI, select any sim below, then, click "New Sim" button. 5. Select "Genetics". 6. Create His/Her... : Select "Sibling" and click "Randomize Twin" twice. 7. Just leave the game in _window mode_ for about 7 minutes. Keep it running. Don't click Checkmark yet. 8. Click checkmark, and input name and trait for this new sim. 9. Click checkmark to complete household edit. 10. In world map, select the household. 11. Play it and see age bar from bottom-right UI.
What happens when the bug occurs? The "age" bar is somehow green, about 10%. I've bought a reward potion to reset Sim's age.
What do you expect to see? No age! (Before you ask, yes, I'm not an idiot. My game is _always_ age off, from the beginning of this game. I never turn this thing on.)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I can't believe it! What are you doing?

Tested this third times on different household, I must say this is a bug.

Does this only happen to your newly created sims? I have partially filled age bars for my new sims too.
They added a new line of code called "_use_initial_age_randomization" in the patch before GF, and it caused the CAS aging bug. I think this code is meant to make your new sims have random initial age bar portion filled. They just fixed it so that your sims will not age every time you enter CAS. Not sure though.
I really hope they can make a clarification about this.

Whoever merged my bug report here, @crinrict maybe,
The latest patch is clearly not working.
> Does this only happen to your newly created sims?
It doesn't matter. The fact here is there is a bug in CAS which adds SimDays * HowLongUserStayInMenu when the user keep Genetics window open.

> _use_initial_age_randomization
Why not just "return 0" if the user's world is "aging turned off" or the "current UI is CAS menu"?

I did merge this but it's important if it's on new Sims or not for you.
Do the existing Sims in CAS still age ?

> Do the existing Sims in CAS still age ?
No.
- Sim who created in CAS using Genetics are affected (+days)
- Sim who created in the live mode using Scientist's Cloning machine are NOT affected. (zero day)
(my world is always _age=off_)

Hi! Before last patch, there was a bug in game, that caused that life bar was partially full when you started new game. After patch, this bug was gone. But yesterday I chosed "repair game" option in Origin and after this, bug returned to my game :/
