Arcade has a Hidden Damage Reduction Property

Thanks for still reporting this, @RogueZeroRendar, although bug reports about things in arcade seem to be in vain.

This bug is another example of the arcade/singleplayer system being different than the multi-player system. Hopefully, there will be an arcade update in the future, adding in private matches for PC and fixing the most prominent bugs that plague arcade/split-screen/single player.

As for the bug, the way you stated is seems to be pointing towards "split-screen" gameplay, but you selected PC. So I do believe you mend split-screen and I do not have the ability to test this out myself!

Yeah, I noticed it on Splitscreen, but I believe it happens in normal arcade gameplay as well (not sure though). I suggest putting only Officer&Specialists on the other team for this test, as each shot froma  specialist deals 45 damage.

First allow yourself to get your life low, then try to be hit once by a specialist and check the result.

And also @DYSPROssium , if you want to have splitscreen to test stuff, people from the modding community found a way to enable all the splitscreen functionality back into the pc, as the code is already in the game, but is hidden on purpose in PC version. So they just renabled it and I'm using it to do many of my tests.
