Steps: How can we find the bug ourselves? Wait for townies to have a male offspring. Wait for them to grow up to a teenager. Go into CAS and see if the sim has the fitness slider maxed out.
What happens when the bug occurs? All male sims born to townies after being aged up to teenagers have the muscularity/fitness slider on 100%. Doesn't matter if aged up in CAS or naturally.
What do you expect to see? For not every male sim to have the fitness scale fully maxed out.

I have a very frustrating problem. All male sims that have been born to townies (that I haven't played with) after being aged up to teenageres, have the muscularity/fitness slider maxed out, to 100 %. It doesn't matter if they are aged up through CAS or naturally, it always happens. I noticed in March/April of this year, but it could've easily happened even earlier. I do play with mods and cc, though when I removed all of my mods the problem still existed. I don't want to go into each household and fix the slider manually, becuase this is quite an arduous thing to do. I attached a pic to show what it looks like. Hope this bug is fixed soon.
