Admiral Raddus Unable to use "Hope" after a cooldown increase

Summarize your bug Admiral Raddus is unable to use Hope ability once 100% upload is reached. This occured in a Squad Arena battle, in the bonus turn after reaching 100%, Raddus was ability blocked from Darth Vader, and between then and his next turn, he was cooldown increased by Darth Nihilus. After this, the ability showed 100%, but was unable to be used for the rest of the battle.
Steps: How can we find the bug ourselves? Repeat setup above/ get cooldown increased after Hope is reached but before it is used
