Abandon Penalty Bug

What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. Heading back to the lobby when we were giving an abandonment penalty

What happens when the bug occurs? We go down, our teammate doesn't get our banners and they time out. We leave the game when there is no chance of us coming back and are slapped with an abandon penalty.
What should be happening instead? Not getting a penalty when there's nothing we can do about the game itself
Steps: How can we find the bug ourselves? Join a team, die on said team, wait for banner to run out. Leave the game and receive penalty.

If this is supposed to be intentional than it should be changed because it is ridiculous that we can receive a penalty after our banners have timed out.  Especially when you have a teammate who solo drops at the beginning and leaves your banners behind when they were recoverable and we have to sit and watch him hide around the map for 20+ minutes.  Please fix this.
