Issue
Outdoor shadows have stopped moving smoothly. Instead of updating their position every second or so, there are now 3-4 second intervals of no movement before the shadows suddenly update and skip forward. This is a very noticeable change and it looks very odd and clunky compared to what I'm used to.
Steps you took for Issue to occur
None. The issue is continuous and I cannot trigger it.

I've attached 3 pictures, using a gnome as a reference for shadow position. Between 10.35am and 10.37am, the shadows did not move. At 10.38, they skipped forward.
Where does the bug occur ?
The bug is global, occurring in all worlds and saves.
Mods/CC
I do use mods and CC, but nothing that should affect lighting or shadows. The bug continues to appear even after mods have been disabled/removed and in a vanilla state.
Expansion Packs/Game Packs/Stuff Packs
Get Together, Get To Work -- Perfect Patio Stuff, Luxury Party Stuff -- Spa Day, Outdoor Retreat
Occurring since
The bug has been occurring since the latest patch (that added the 64-bit executable) and/or since I installed Get Together. I'm not 100% exactly which one triggered the issue.
Operating system
Windows 10 Home 64-bit

Try the following:
- Change GAME OPTIONS > GRAPHICS > LIGHTING SETTING to MEDIUM on 32-bit EXE.
- Check if it (temporarily) solves the issue.
Shadow skipping every 5 sims seconds occurs on HIGH and VERY HIGH lighting settings. (Observed on Win7-x64, Nvidia Drivers).

I noticed I have this problem too.
Although, I first reported a "bug" over at The Sims forums, with shadows under Sims, while indoors:

My game is running the 64 bit version, game and graphics card is up to date, and almost all settings are on very high.
EDIT: I tried the suggestions from @Trg0d_99 and saw no improvement.

I tried that and it works for me, thank you, @Trg0d_99.
They still need to sort out the issue though, I prefer to have my lighting settings on very high.

Having same issue are update, may have been the 64bit update actually.

Wanted to report, still having issue as of the recent March 2015 patch. It's super annoying.

This bug is fixed in my machine, can someone confirm it?
