Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Mac: 1.69.59.1220
What expansions, game packs, and stuff packs do you have installed? Career Vampire Restaurant
Steps: How can we find the bug ourselves? Fulfill Nerd Brian ambition. The reward trait is that the Sim can "instant upgrade" and give an object all upgrades immediately (even upgrades over their handiness level) Wait until you have a whim to upgrade an object (in my case, Sim was focused) Use instant upgrade Whim will remain.
What happens when the bug occurs? If the upgrade is performed using Instant Upgrade, you don't get whim points for upgrading an object.
What do you expect to see? Upgrading an object fulfills whim "upgrade an object", whether the sim accomplishes it via a traditional action or using their reward trait to upgrade things instantly.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

"Instant Upgrade" does not count toward upgrading an object.
