What happens when the bug occurs? Connected to a low ping data center (<30 ms) but in game HUD shows a 200 ms ping to the server with 0 loss and 0 choke. Gameplay feels like playing on a 200 ping server.
What should be happening instead? our ping should be below 60

I'm curious if updating the DNS in Windows would help with this at all.
You can change the DNS through the Windows TCP/IP settings. For more information on how to get there check out the Microsoft Support website. I usually go with the public Google DNS (Primary DNS: 8.8.8.8; Secondary DNS: 8.8.4.4), but I've also heard that using the public Cloudflare DNS can also help (Primary DNS: 1.1.1.1).

I had the same issue, It's not on your end, and you don't need to change the DNS settings like they recommend.
I might have found a fix for it, I haven't had the ping issue ever since I did this:
Open your CMD prompt, and type in ipconfig /flushdns and hit enter. This will clear your DNS cache files.
