PC Battlefield 5 High CPU usage, Low GPU usage

I have a really slow pc. It has an Intel CPU (i3 6006u) with a 520 HD Graphics chip in it

Is it logical that I cannot access the menu of the game to change the settings?

Your machine will not meet the system requirements for this game unless you have a video card of the following or higher spec:

Graphics card (NVIDIA): NVIDIA GeForce® GTX 1050 / NVIDIA GeForce® GTX 660 2GB
Graphics card (AMD): AMD Radeon™ RX 560 / HD 7850 2GB
